Sell-By vs Use-By in Korea — 60-70% and 80-90% of the Same Limit

Reading the date on a food package as a safety date is the natural thing to do. But how much margin is left depends on which date it is. This article answers three things — how many days changed, whether you can eat past it, and what to look at in front of the fridge.

1. How many days. The old distribution date sat at 60–70% of the quality-safety limit; the consumption date sits at 80–90%. On MFDS's own example, fresh noodles with a 10-day limit go from 6–7 days to 8–9two extra days on the same packet.
2. So can you eat past it? The opposite. The margin is what got spent. MFDS writes plainly: “do not eat a product past its consumption date.” And the date only holds “where the stated storage method is observed.”
3. What to look at. Check which date it is first — both still appear on shelves. Chilled milk keeps the old distribution date until 2031, and if the 0–10℃ chilled range was broken, the date tells you nothing.

Korea and the United States designed this date in opposite directions. Korea puts the safety margin inside the date; the US leaves it outside the date and hands the judgment to the shopper.

Those two ratios are the point of this article. They tell you what arithmetic produced the date you look at every day.

Korea's dates are points two and three of four

The MFDS material marks four points on a food's timeline, in a fixed order.

The same bag of noodles could carry either date. Before the change it read 6–7 days; now it reads 8–9. The noodles did not change — the fraction you cut at did.

The two definitions, verbatim

Consumption date — “the period during which consumption causes no safety problem, provided the storage method shown on the food is observed” (health functional foods included)

Distribution date — “the period, from the date of manufacture, during which distribution and sale to the consumer is permitted

Notice that the distribution date's definition never mentions eating. It is the period in which selling is permitted — which is why the material calls it “a seller-centred label.” A date that fixed how long a shop may sell had been read as how long we may eat.

And the consumption date carries a condition: “provided the storage method shown is observed.” Break that condition and the date guarantees nothing.

They look contradictory, but they describe the same structure from opposite ends.

So the two countries' dates cannot be read the same way. A Korean consumption date is the final line, with the margin already taken; a US “Best if Used By” is a quality mark that was never about safety.

The four US labels — only one is a safety date

All four labels carry “not a safety date.” The single exception is Use-By on infant formula.

Sell-By and Korea's distribution date are the same animal. FSIS defines Sell-By as “how long to display the product”; MFDS defines the distribution date as “the period during which distribution and sale is permitted.” Both countries had a shop's date — and Korea chose to convert it into a consumer's date.

Milk waits another eight years

The rollout schedule has one exception.

That single line explains the condition above. A consumption date only holds “provided the storage method is observed,” and the refrigerated standard is currently 0–10℃. For something as temperature-sensitive as milk, you cannot stretch the date while assuming 10℃ — so eight years were set aside to bring the chain down to 5℃.

The scope has a caveat too: it applies “to products manufactured, processed, or loaded aboard ship for import on or after the effective date.” Which is why the material notes that “the two date types will coexist for some time.”

Questions that remain

Why didn't food spoil the moment the distribution date passed?

Because that date sits at 60–70% of the quality-safety limit. In the material's own example — noodles with a 10-day quality period — the distribution date was 6–7 days, leaving roughly three days before the limit. That holds only if the storage method was kept, and it is not an invitation to rely on the margin.

Then is a little past the consumption date fine?

No. The MFDS material states plainly: “do not eat products past their consumption date.” That date is already pushed out to 80–90% of the limit — it is the last line, and the slack that existed behind the distribution date is largely gone.

Won't a longer date mean more food waste?

The material argues the opposite. Among the listed effects is “less food waste discarded merely because the distribution date passed, cutting unnecessary spending and carbon dioxide emissions.” Labelling how long it is edible rather than how long it is sellable means fewer perfectly good products binned.

What about imported goods carrying US labels?

For US-labelled products, the FSIS line is “safe if handled properly until spoilage is evident,” with infant formula the exception. How Korean labelling rules apply to imported goods was not verified here.

What counts as “handled properly”?

The FSIS page uses the phrase without giving temperatures or times. The Korean material, by contrast, does give numbers0–10℃, −18℃ or below, 1–35℃.

The distribution date is how long a shop may sell; the consumption date is how long you may eat. The first sits at 60–70% of the safety limit, the second at 80–90%. The margin shrank because the date got more honest — which is exactly why you don't eat past the consumption date.

  • Consumption-date lengths by product. The only worked example in the material is fresh noodles. MFDS publishes “reference values” by product category on the Food Safety Korea portal — faster than reasoning from the ratio.
  • Which label wins on imported food carrying a US date. Not established here. The MFDS imported-food portal or the food complaints line (1399) can answer it.
