Korean household electricity bills do not rise smoothly. They rise in steps. As of July 2026, a low-voltage household using 450 kWh pays ₩85,740 — and 451 kWh pays ₩92,530. 1. What it comes to. Low-voltage residential: 450 kWh is ₩85,740 and 451 kWh is ₩92,530 — ₩6,790 for one kilowatt-hour. The jump is the base charge, not the unit rate (only that single kWh is billed at the tier-3 rate of ₩307.3).
2. What people get wrong. The common belief that “crossing 450 kWh reprices your whole usage at tier 3” is false — only the excess is charged higher. Note also that this calculator does not apply welfare discounts.
3. How to use it. Watch the headroom to the next tier. Air conditioning drives summer usage: each 1℃ lower setpoint raises consumption by about 7%, and running a fan alongside saves about 120 kWh (₩14,640) a month. Near 450 kWh, that alone changes your tier.

450 vs. 451 kWh: where the ₩6,790 comes from

₩5,700 of the ₩6,790 is a single line: the base charge. The extra kilowatt-hour itself costs only ₩307. This is the part most explanations get wrong — the real cost of crossing into Tier 3 is not the expensive rate, it is that the flat base charge is swapped out entirely. Going from 449 to 450 kWh adds ₩260. Going from 450 to 451 adds ₩6,790.
Over a wider range the effect compounds. Moving from 419 kWh to 484 kWh is a 15.5% increase in usage but a 34.4% increase in the bill (₩77,760 → ₩104,480).
Split the 6,790 won by line item and it becomes clear that the electricity itself is a very small part of it.
Only the excess is charged at the higher rate
The most common misunderstanding: people believe that once you pass 450 kWh, your entire usage is billed at the Tier 3 rate. It is not. Each tier's rate applies only to the portion of usage inside that tier.
The key point. At 451 kWh, the first 300 kWh are billed at ₩120, the next 150 kWh at ₩214.6, and only the final 1 kWh at ₩307.3. That is why the energy charge rose by just ₩307 in the table above.
Two more misconceptions worth clearing up. First, the progressive system does not disappear in summer — only the thresholds move, from 200/400 kWh to 300/450 kWh for July and August. Second, the per-kWh rates themselves do not fall in summer; the range covered by the cheaper rates widens.
The size of that relief is worth knowing before September arrives. The same 450 kWh costs ₩85,740 in August but ₩108,050 in September — a ₩22,310 difference for identical usage. Switch the period selector in the calculator to see it. If you keep the air conditioner running into early September the way you did in late August, the September bill will look inexplicable until you remember the thresholds snapped back.

If you live in an apartment or officetel, you are almost certainly on high voltage, and your electricity appears as a line inside the monthly building management fee (관리비) rather than as a separate KEPCO bill. The same 450 kWh costs ₩85,740 on low voltage but ₩73,420 on high voltage. Set the supply type accordingly. Note that the exact allocation can differ slightly depending on whether your building holds a single or comprehensive contract with KEPCO.

How the bill is assembled
Six components stack in a fixed order, and the order matters: VAT and the industry fund are applied to the sum of the first four. Saving ₩1,000 upstream actually removes about ₩1,140 from the total.

Two notes. The fuel cost adjustment is reset quarterly; for Q3 2026 it was held at +₩5 per kWh. And the power industry fund rate has come down twice — from 3.7% to 3.2% in July 2024, then to 2.7% in July 2025. Any online guide still using 3.7% is out of date. Finding your usage before the bill arrives
The number you need is this month's kWh. Checking it mid-month rather than waiting for the bill is what actually changes the outcome, because you still have two weeks to adjust.

The photograph method is the most reliable one for renters who cannot access a KEPCO account in their own name. Two readings two weeks apart tell you the daily pace, and the pace tells you where the month will land.
Staying under 450 kWh
In summer, cooling is nearly the whole story, so almost all the savings come from how the air conditioner is run. The figures below are from the Korea Energy Agency's published air-conditioning guidance.
- Set it to 26°C or above. Every 1°C lower raises power consumption by about 7%.
- Run a fan alongside it. The agency estimates this saves 120 kWh — roughly ₩14,640 — per month. For a household sitting near 450 kWh, that single change moves you a tier.
- Clean the filter once or twice a month. A dirty filter raises consumption by 3–5%; regular cleaning saves about 10.7 kWh per month.
- Efficiency grade matters. A grade-1 unit uses about 130 kWh less per year than a grade-3 unit.
Only claims with published figures are listed here. Widely repeated advice such as “never cycle an inverter unit off and on” or “dry mode uses 30–50% less power” has been left out because no agency figure could be verified for it. Energy cashback now starts at 1% savings
KEPCO pays cash back for reducing usage against your own consumption in the same period a year earlier. The threshold was cut from 3% to 1% for the July–December 2026 meter readings, with base cashback up to ₩120/kWh. Reductions during summer evening peak hours (17:00–20:00) earn up to ₩500/kWh, and an autumn pilot pays ₩100/kWh for smart-appliance use on weekday midday hours (11:00–14:00). Applications go through KEPCO's “슬기로운 전기생활” service, and cashback applies from the month you sign up — so registering late costs you the earlier months.
Questions that remain
Can one extra kilowatt-hour really add ₩6,790?
It can. The electricity itself accounts for only ₩307 of it. Most of the rest is a single line: the base charge is swapped from ₩1,600 to ₩7,300 in one step, which is ₩5,700 — 84% of the increase. The base charge does not scale with usage; it is replaced wholesale the moment you cross a tier. That is why 449 to 450 kWh adds ₩260 and 450 to 451 adds ₩6,790.
Once I pass 450 kWh, is all of my usage billed at the Tier 3 rate?
No. Each rate applies only to the portion of usage sitting inside its own tier. At 451 kWh the first 300 kWh are billed at ₩120, the next 150 kWh at ₩214.6, and only the final 1 kWh at ₩307.3. That is why the energy charge rose by ₩307 rather than by thousands. The version of this explanation where everything becomes expensive at once is simply wrong.
I used the same amount in August and September, so why is the September bill so much higher?
The progressive system does not switch off in summer — only the thresholds move. For July and August the 200/400 kWh boundaries shift to 300/450 kWh, and in September they snap back. The per-kWh rates themselves do not fall; the range covered by the cheaper rates simply widens. The same 450 kWh costs ₩85,740 in summer and ₩108,050 in September — a ₩22,310 difference for identical usage.
I live in an apartment and have never received a KEPCO bill.
Apartments and officetels are almost always on high voltage, and the electricity arrives as a line inside the monthly management fee rather than as its own bill. Set the supply type to high voltage in the calculator or the figure will be wrong: the same 450 kWh is ₩85,740 on low voltage and ₩73,420 on high voltage, a ₩12,320 gap. How the total is split across units also depends on whether your complex holds a single or a comprehensive contract with KEPCO.
I have seen the power industry fund quoted as 3.7%.
It is 2.7% now. The rate fell from 3.7% to 3.2% in July 2024, then to 2.7% in July 2025, so anything still saying 3.7% is out of date. Note also that VAT at 10% and this fund are both applied to the sum of the first four items — base charge, energy charge, climate and environment levy and fuel cost adjustment — so taking ₩1,000 off upstream removes about ₩1,140 from the final total.
What this calculator does not include
- Welfare discounts — for registered disability, national merit, basic livelihood recipients, near-poverty households, families with three or more children, large households and new-birth households. If you qualify, your actual bill is lower.
- Minimum-usage guarantee deduction for very low-consumption households.
- TV licence fee — separated from the electricity bill since 2024 and billed independently.
- Apartment allocation — your building's contract type changes how the total is split across units.
- Meter reading date — if your reading day is the 15th, your “July” bill covers mid-June to mid-July, so summer tiers may not line up with the calendar month.
It comes down to one number: 450 kWh. Crossing it by a single kilowatt-hour costs ₩6,790, and ₩5,700 of that is the base charge, which does not scale with usage at all. One mid-month meter check is usually enough to avoid it.
