One Degree Costs 7% More Power — But Up to 20.8% More on the Bill (2026)

You run the air conditioner through a Korean summer, the first bill arrives, and you stare at it: “That much, just for the AC?” Here's the thing — bill shocks usually come not from running it a lot, but from crossing a progressive-rate tier.

The short answer: in summer the line to watch is 450 kWh a month. And whether your unit is an inverter or a fixed-speed (constant) type completely changes how you should run it. Not sure where your usage stands? Check the electricity bill calculator first.

1. What it comes to. On July–August low-voltage rates, 450 kWh is ₩85,740 and 451 kWh is ₩92,530₩6,790 for one kilowatt-hour (our calculation). Not the rate: the base charge jumping from ₩1,600 to ₩7,300.
2. What people get wrong. The summer tiers are different — tier 1 runs to 300 kWh and tier 3 starts at 450. Working from the usual 200/400 table gives the wrong answer in exactly the months you use the AC.
3. What to do. Stay under 450 kWh a month, and run the unit the way its type wants. Those two outweigh every other tip combined.

Why the bill jumps — progressive pricing

Residential electricity in Korea uses a 3-tier progressive rate. The trap isn't just the per-kWh rate — the base charge jumps too when you cross a tier.

And for two months of the year the tier boundaries move. The Ministry of Trade, Industry and Energy created a July–August-only relaxation in 2019. Verbatim from the announcement:

“Tier 1 is adjusted from the existing 0–200 kWh to 0–300 kWh (adding 100 kWh), and tier 2 from the existing 201–400 kWh to 301–450 kWh (adding 50 kWh).”

The table you see quoted everywhere is 200/400 kWh — and it does not apply in the months you actually run the air conditioner. Every figure in this article uses the summer tiers (300/450 kWh).

Inverter vs. fixed-speed — opposite rules

90–95% of an AC's power goes to the outdoor compressor, and the two types control it differently — so the wrong tip can cost you more.

  • Inverter (usually post-2011, efficiency grade 1–3) — throttles down to a low-power mode once it hits the set temperature. Leave it on and hold a steady temperature. For trips under 1–2 hours, keep it running.
  • Fixed-speed (older, grade 5) — the compressor keeps cycling full-on/off. Here, turning it off and on every couple of hours saves more.

How to tell: a side-panel label reading “inverter,” or an efficiency grade of 1–3, usually means inverter.

One caveat: the “7% per degree” figure below draws no such distinction. The word “inverter” does not appear on the Korea Energy Agency page at all. So our calculations do not separate the two types.

Habits that actually work

  • Set it to 26°C. The Korea Energy Agency writes: “Set summer cooling to 26°C or above.” Going from 24 to 26 cuts consumption by about 14.5% (the agency's 7% per degree applied twice, our calculation).
  • Cool fast, then hold. Start with strong airflow and a low target, then ease to a steady temperature. A weak breeze for hours costs more.
  • Run a fan or circulator alongside to spread the cool air.
  • Outdoor unit: keep it ventilated, shade it from direct sun, clear any obstacles.
  • Clean the filter every two weeks. Skip it and consumption rises “by 3–5% on average” (agency source text).
  • Block sunlight with curtains/blinds, and keep doors shut. We found no agency source for the multiplier often quoted for running with a door open, so we give no number.

The right-hand column is ours. Apply via “KEPCO Energy Cashback,” “KEPCO:ON,” or any KEPCO branch; the amount is credited against the following month's bill. Apartment households whose electricity is billed through maintenance fees without submitting individual usage, and any household lacking data for the same month a year earlier, are excluded.

Cashback pulls in the same direction as tier defense — use less, and you cut the bill and earn the credit at once.

The tiers — in summer, 450 kWh is the line

Rates and base charges are the same all year; only the boundaries widen in July and August.

The base charge going from ₩1,600 to ₩7,300 — 4.6 times — is what tier 3 really is. On summer tiers: 450 kWh is ₩85,740 and 451 kWh is ₩92,530one extra kilowatt-hour costs ₩6,790, not ₩307 (our calculation, including 10% VAT and the 2.7% power industry fund).

There is a second step at 300 kWh, where tier 1 ends. 300 kWh is ₩46,320 and 301 kWh is ₩47,360 — a ₩1,040 difference (our calculation). Smaller than the tier-3 cliff, but real.

“7% per degree” is about electricity, not about the bill

We found the source of the most-repeated saving tip. The Korea Energy Agency writes (checked 30 July 2026):

“Set summer cooling to 26°C or above.”
“To lower the indoor temperature by 1°C, an air conditioner must consume 7% more electricity…”

That 7% is consumption. What you pay is a bill, and Korean residential tariffs are tiered, so the bill rises by more than 7%. We worked out how much more (KEPCO residential low voltage, July–August summer tiers).

The same one degree costs a 400 kWh household 9.9% and a 430 kWh household 18.9% (our calculation). The line that makes the difference is 450 kWh — cross it and the base charge jumps from ₩1,600 to ₩7,300.

The row that stands out is 300 kWh. It uses less than the 400 kWh household and yet rises more — 13.4% against 9.9%. That is because 300 kWh is the top of tier 1: a 7% rise pushes it into tier 2 and the base charge goes from ₩910 to ₩1,600. Sitting just below a boundary is what hurts — and in summer there are two of them, at 300 and 450 kWh.

Households already deep in tier 3 face a different picture. Well past 450 kWh, the base-charge jump has already happened and extra usage simply bills at ₩307.3 per kWh.

Setting 24°C instead of 26°C means, on the same logic, about 14.5% more consumption (1.07 squared, our calculation). For a 430 kWh household that is ₩80,600 to ₩107,490, a 33.4% increase (our calculation). Run your own numbers in the electricity bill calculator.

The agency's own savings figure looks conservative

The same page carries a figure for fans.

“Running a fan alongside gives the same effect as running the air conditioner on high.”

We checked the arithmetic. ₩14,640 ÷ 120 kWh = ₩122 per kWh. The current tier 1 rate on residential low voltage is ₩120.0 per kWh — so this saving appears to be priced at the tier 1 rate.

But few households stay in tier 1 during air-conditioning season. At the tier 3 rate of ₩307.3, the same 120 kWh is ₩36,876 (our calculation) — 2.5 times the ₩14,640 the agency prints.

The page does not say which rate the agency used, so we do not assert one. The direction is clear enough: real summer savings are likely larger than the leaflet figure.

10.7 kWh is ₩3,288 at the tier 3 rate (our calculation). Not a fortune — but the “3–5% increase” is the scarier half, because, as the table above shows, a few percent of extra consumption that crosses a tier boundary lifts the bill by double digits.

Questions that remain

Does “dry” mode use less power than cooling?

Not really. The Korea Consumer Agency tested five standing residential units over five hours, measuring indoor temperature, humidity and power draw in both modes, and reported: “there was no meaningful difference between the two modes in average indoor temperature and humidity, or in power consumption — that is, in the bill.” Do not treat dry mode as a saving.

Should I turn off my inverter when I go out?

For 1–2 hours, leaving it on is better; for longer absences, turn it off.

It comes down to two things: in summer, don't cross 450 kWh (and mind 300 kWh if you live near it), and run your AC the way its type wants. Do that and the bill looks very different.

  • Welfare discounts (disability, basic livelihood recipients, large families). We could not confirm the amounts or caps in KEPCO source material, so they are not in the figures above. Check whether your household qualifies via KEPCO's customer line, 123, or “KEPCO:ON” — the numbers here assume no discount.
  • Applying for Energy Cashback. The band table above appears to be a combined total; we could not confirm KEPCO's own split between “base” and “differential” cashback. Confirm the actual payout after applying through “KEPCO Energy Cashback” or “KEPCO:ON.”
  • The measurement conditions behind “7% per degree.” The Korea Energy Agency page gives no equipment or room conditions, and draws no inverter / fixed-speed distinction. Our calculation takes the 7% as given; for the conditions, ask the agency directly on 1577-0011.
