Korea Housing Subscription Ineligible Winner Ban Calculator — 1 Year in the Capital Region, 6 Months Elsewhere, 3 Months in Slump Areas

Win a Korean housing subscription and later it turns out you misstated your homeless period or dependants, and the win becomes an ineligible win. If you can’t justify it and the win is cancelled, that isn’t the end: Article 58 of the Rules on Housing Supply bars you from being selected for another sale home for a period from the win date. The period depends on where the home you now want is — 1 year in the capital region, 6 months elsewhere (1 year in a speculation or overheated area), 3 months in a slump area. Enter the cancelled win date and the new notice date to see whether you can be selected.

1. Capital region 1 year, elsewhere 6 months, speculation or overheated areas 1 year, slump areas 3 months (Art. 58(3)).
2. The test date is the recruitment notice date of the home you want, counted from the cancelled win date.
3. If there was no competition in the rank, or a recalculated score still clears the cut-off, you are treated as a winner (para. 4) — no ban.

Ban 0 months -

Updates as you type. The ban is counted from the win date and checked against the recruitment notice date of the home you now want; the area is that home’s area. The end date is our sum (win date as day one, to the day before the same date N months later). A slump area is 3 months whether or not it is in the capital region.

Why the new home’s area

Paragraph 3 bars selection “in the areas below, for the periods set”. We read that as the area of the home you now want, not of the cancelled one (our reading). So the same person on the same day may be barred from a capital-region notice and not from a non-regulated one elsewhere. The count starts at the cancelled win date, and the comparison date is the new home’s recruitment notice date — not the application or results date.

How it differs from the re-winning restriction

Article 54 bars “everyone in the winner’s household” for up to 10 years and exempts private homes outside speculation and overheated areas. Article 58 bars the person whose win was cancelled for a year or less, with no private-home exception. They are separate articles; whether both can bite on one person depends on each set of conditions.

Re-winning periods are in re-winning restriction calculator.

Checklist

  • ☐ Recheck homeless-period start and dependants before applying
  • ☐ If told you are ineligible, explain within the period
  • ☐ Check rank competition and recalculated score (para. 4)
  • ☐ Judge by the new notice’s area and date

Questions that remain

Can I not even apply during the ban?

The article says you “may not be selected”. Article 58 has no sentence blocking the application itself.

Which areas are slump areas?

Designations aren’t in this article. See the notice and the ministry’s designation.
