If your circumstances improve after you borrow — a new job, a promotion, more assets or a higher credit score — you can ask your Korean bank to cut the rate. Article 30-2 of the Banking Act says anyone with a credit agreement with a bank may ask for a rate cut when an improvement in creditworthiness, such as more assets or a higher credit rating or personal credit score, is recognised, and the bank must tell borrowers about this right when they sign. Decree Article 18-4 says the bank must give its decision and the reasons within 10 business days of the request. The Mutual Savings Banks Act Art. 14-2 has the same framework. A 0.3 point cut on a 200 million won balance saves 600,000 won a year (our sum).
1. When you can ask — individuals: a job, promotion, more assets, higher personal credit score or similar; businesses (sole traders included): better finances or credit rating (Decree Art. 18-4(1)).
2. The bank replies in 10 business days with the decision and reasons, by phone, letter, text, email and so on; time spent supplying extra documents is left out (para. 3).
3. A bank that doesn’t tell you about the right when you sign faces a fine of up to 20 million won (Banking Act Art. 69(4)).
Calculator
Updates as you type. 10 business days counted from the day after the request; business days between the bank’s request for documents and the day you hand them in are left out (Decree Art. 18-4(3)). The saving is balance × cut, our sum on a flat balance. Only Saturdays, Sundays and the 2026 December–2027 Korean public holidays we listed (substitute holidays included) are applied; check temporary holidays and other years yourself.

What the Decree fills in — Art. 18-4
| Type | What the source says | Worth noting (ours) |
|---|---|---|
| Individuals (1)1 | Getting a job, promotion, more assets or a higher personal credit score or similar | A job change that raises income reads as included (our reading) |
| Others (1)2 | Including sole traders: better financial position, credit rating or credit score or similar | — |

Dates and interest — our examples
| Case (our example) | Result | Worth noting (our sum) |
|---|---|---|
| Request on Mon 2 Nov 2026 | Reply due Mon 16 Nov | 10th business day counting from 3 Nov |
| Same, bank asks for documents on 4 Nov → handed in 6 Nov | Reply due Thu 19 Nov | 3 business days of the document gap left out |
| 200 million won balance, 0.3 point cut | 600,000 won a year, 50,000 won a month less | Assumes the balance stays the same |
Treating “business days” as days other than Saturdays, Sundays and public holidays, and leaving out the business days from the document request to submission, is our reading. Banks may process on different days, so check the day after the deadline if you hear nothing.
How this differs from refinancing or prepaying
A rate cut request resets the rate on the same loan at the same bank; nothing moves. Refinancing elsewhere means repaying the old loan early, which can carry a prepayment fee. Financial Consumer Protection Act Art. 20(1)4(b) bars prepayment fees except in cases such as repayment within 3 years of the loan (the article we read). Refinancing is covered in mortgage refinancing and the fee sum in the prepayment fee calculator.
Checklist
- ☐ What improved — job, promotion, income, assets or credit score
- ☐ Have proof ready (employment, income, assets) — a document request adds time
- ☐ Note the request date and the date 10 business days later
- ☐ If refused, ask for the reasons (Decree Art. 18-4(3))
- ☐ For a savings bank loan, Mutual Savings Banks Act Art. 14-2
Questions that remain
How many times can I ask?
The Act and Decree we read set no limit. Banks’ own rules or the Commission’s notice may; we didn’t read the notice.
What about card loans, policy loans or credit unions?
The Banking Act covers banks and Mutual Savings Banks Act Art. 14-2 covers savings banks. We didn’t read the specialised credit finance, insurance or credit union Acts this time.
I only took the loan a few days ago.
Within 14 days you can withdraw altogether. See the loan cooling-off calculator.
