A job offer arriving in the middle of a benefit claim raises an awkward question: do I just throw the remaining days away? The Act puts an early reemployment allowance in that gap (Employment Insurance Act art. 64). It pays half of what is left. But there are two thresholds to clear and one ceiling not to cross.
1. How much. The daily benefit times the days left, divided by two (Decree art. 85(1)). Leaving 105 days of a 210-day entitlement pays 3,467,520 won (at a 66,048 won daily benefit, our arithmetic).
2. Two thresholds. You must start more than 14 days after reporting unemployment, and have at least half of the prescribed days left on the day before you start. At 104 days it is not 3,434,496 won - it is nothing.
3. One ceiling. Pay at the new job of 5,740,000 won a month or more is excluded (ministry notice 2024-60). One won decides 3,467,520 won.
It follows the Employment Insurance Act and its Decree as written. The amount is set by Decree art. 85(1): the daily benefit times one half of the unpaid days. The conditions are in Decree art. 84(1) — you must start work more than 14 days after reporting unemployment, have at least half of the prescribed days left on the day before you start, and be employed continuously for 12 months or more (six months if you were 65 or over on leaving) or run a business continuously for 12 months or more. The exclusions are in the proviso to subparagraph 1: rehiring by the last employer or a related one, an employer who promised the job before you filed, appointment as a public official (other than an insured post), pay at or above the figure the Minister announces (notice 2024-60: 5,740,000 won a month, the top-20% earned-income line, valid to 31 December 2027), and service as a shipboard reservist, research or industrial technical personnel. It is not paid if you received this allowance within the two years before reemployment (Act art. 64(2), Decree art. 84(2)). The claim is filed 12 months after the day you started (Decree art. 86(2)). The days the amount represents count as jobseeker's benefit already paid (Act art. 64(4)). Fractions of a won are dropped. Foreign workers, the self-employed scheme and the restrictions in Act art. 68 are not covered. An estimate — confirm with your employment centre or the Ministry helpline (1350).
How much - half of what you give up
Decree art. 85(1) is a single line: "the daily benefit multiplied by one half of the unpaid days." You surrender the remaining days and receive half of them in cash.
Leaving 105 days of a 210-day entitlement, you take 3,467,520 won instead of the 6,935,040 won you would have drawn (our arithmetic). It is always exactly half, not a sliding rate, so the sum stays simple whatever you leave.
In 2027 this allowance becomes a single figure too. The 2027 minimum wage lifts the floor of the daily benefit to 68,480 won, above the cap, so everyone receives 68,480 won whatever they earned (see the jobseeker benefit calculator). The allowance is then simply days left times 34,240 won (our arithmetic).
Threshold 1 - leave half the days
Decree art. 84(1): "having left at least one half of the prescribed days, measured on the day before reemployment." Leave less and you do not get less - you get nothing.

Our arithmetic at a 66,048 won daily benefit. These are the figures for leaving exactly half, so they are effectively the smallest the allowance can be - starting sooner and leaving more pays more.
This is where the sums invert. Jobseeker's benefit grows the longer you draw it; the allowance grows the less you draw. Two clocks running opposite ways, and the halfway point is the boundary.
Threshold 2 - more than 14 days after you file
The opening words of the same provision: "a recipient who is reemployed more than 14 days after the report of unemployment under art. 42." Start work immediately after filing and there is no allowance.
It reads as a rule against paying for a job that was already arranged. It pairs with the exclusion in the proviso to subparagraph 1 for "employment by an employer who promised the job before the report of unemployment."
The 14 days at the front and the half at the back are the window. Jobseeker's benefit itself only starts after a seven-day waiting period from the report (Act art. 49(1)), so the room to move runs from a few days after the waiting period ends until the days drawn reach half. A longer entitlement gives a wider window - and a smaller allowance the longer you wait inside it.
The ceiling - 5,740,000 won a month at the new job
Item (d) of the proviso to Decree art. 84(1)1 excludes anyone "receiving pay at or above the figure announced by the Minister of Employment and Labor." That announcement is the Notice on the wage level excluded from the early reemployment allowance (ministry notice 2024-60, in force 1 January 2025), and the figure is 5,740,000 won a month.
The notice states its own basis: the top 20% of earned income on the National Tax Statistics portal. It also gives itself an expiry of 31 December 2027, so it has to be checked again after that.
"At or above" is the operative phrase. 5,739,999 won qualifies; 5,740,000 won does not - one won decides 3,467,520 won (our arithmetic).
The other exclusions
Five sit side by side in the proviso to Decree art. 84(1)1.
- Rehiring by the last employer or a related employer - leaving and returning to the same place.
- Employment by an employer who promised the job before the report of unemployment.
- Appointment as a public official - except to an insured post.
- Pay at or above the announced figure (5,740,000 won).
- Service as a shipboard reservist, research personnel or industrial technical personnel under the Military Service Act.
And Act art. 64(2): no allowance if you received one within the period set by Decree before the day of reemployment. Decree art. 84(2) fixes that period at two years. In effect, once every two years.
Twelve months before you can claim
The conditions include being "employed continuously for 12 months or more" (subpara. 1) or "running a business continuously for 12 months or more" (subpara. 2). Six months for anyone aged 65 or over on the day of leaving.
So the claim itself waits. Decree art. 86(2) requires the claim form to be "submitted 12 months or more after the day of reemployment or of starting the business" (those 65 or over may file at once). This is not money that arrives the month after you start.
What you receive counts as benefit already drawn. Act art. 64(4): "the number of days obtained by dividing the amount of the allowance by the daily benefit under art. 46 shall be deemed to have been paid as jobseeker's benefit." Take 3,467,520 won and half of the 105 days you left are treated as used - the other half does not simply survive alongside the payment.
So is starting sooner worth it
On the allowance alone, no - 3,467,520 won instead of 6,935,040 won. But you are earning during those days. Per day it is clear.

Taking the new job at 3,000,000 won a month (monthly pay times 12 over 365, before tax, our arithmetic). Nearly double. Pay above half the daily benefit is already enough to tip it.
One thing the table leaves out. Fall short of the twelve months and the allowance is nothing, with the benefit already gone. Where "12 months or more" is not reasonably certain, this table does not hold.
Questions this leaves
How are the remaining days counted?
On the day before reemployment. They are the unpaid days: prescribed days less what has already been paid on recognised unemployment. The safe figure is the payment record your employment centre holds.
Does starting a business count?
Yes. Subparagraph 2 puts "running a business continuously for 12 months or more" on the same footing. It still has to be recognised as actually carrying on a business for profit.
I do not know my daily benefit
It is 60% of the base amount (80% where the minimum base applied), and for 2026 on a 40-hour week it sits between a floor of 66,048 won and a cap of 68,100 won. How it is built is set out in the jobseeker benefit calculator.
Does taking it hurt me if I lose the next job?
Within the same entitlement, Act art. 64(4) treats those days as drawn. A fresh separation creating a fresh entitlement is a separate matter - except that the allowance cannot be received again within two years (Act art. 64(2), Decree art. 84(2)).
The figure differs from what my employment centre says
Because the unpaid days and the daily benefit are inputs here. Both are fixed by the employment centre. This calculator shows what the provisions produce once those two are given.

What to check elsewhere
- What counts as a "related employer". The Decree hands that to Ministry Rule and we did not open it - ask your employment centre first if the move is to an affiliate or a spun-off company.
- How "stable employment" and "continued employment" are recognised. Both are decided by the head of the employment security office under criteria the Minister sets - the test itself sits outside the provisions.
- Amounts of the other promotion allowances. Decree art. 88(2) leaves the training allowance to a ministerial notice, and the job-search and relocation costs to Ministry Rule; we did not read them.
- Renewal of the notice figure. The notice holds until 31 December 2027 and says of itself that it may change within that period.
