Before signing a jeonse lease, the big unknown is the deposits of tenants already in the building. In a multi-household house, how much sits ahead of you can put your own deposit at risk. Article 3-6 of the Housing Lease Protection Act lets people ask the office that gave fixed dates for the fixed date, rent, deposit and similar information, and an interested party’s request can’t be refused without just cause. Someone not yet signed up can ask too, with the landlord’s consent (para. 4). Article 3-7, added in 2023, goes further: the landlord must show this information and tax payment certificates when the lease is signed. Here is who can see what, and what to bring, from Decree Arts. 5–6 and the two rules.
1. A prospective tenant, with landlord consent, can see 4 items: property, fixed date, rent and deposit, term (Decree Art. 6(2)).
2. 6 kinds of interested party — landlord and tenant, owner, right-holders on the register, a financial institution that took over priority, a former tenant refused renewal for the landlord’s own use, others set by ordinance (Decree Art. 5).
3. 600 won per case, 500 won online. The landlord must show this information and national and local tax certificates when signing (Act Art. 3-7).

The two articles — text
| Type | What the source says | Worth noting (ours) |
|---|---|---|
| Act Art. 3-6(3) | A person with an interest in the lease may ask the fixed-date office for the house’s fixed date, rent, deposit and similar information; the office may not refuse without just cause. | “Just cause” isn’t defined |
| Act Art. 3-6(4) | A person intending to sign a lease may make that request with the landlord’s consent. | No consent, no request by this route |
| Act Art. 3-7 (added 18 April 2023) | When signing, the landlord must show the tenant 1. the fixed date, rent, deposit and similar information (or give para. 4 consent beforehand), and 2. tax payment certificates under the National Tax Collection Act Art. 108 and Local Tax Collection Act Art. 5(2) (or consent beforehand to viewing unpaid taxes). | No sanction is written in this article |
Six kinds of interested party — Decree Art. 5
| Item | Who | Worth noting (ours) |
|---|---|---|
| 1 | The landlord or tenant of the house | Re-checking your own lease |
| 2 | The owner | — |
| 3 | Right-holders on the register of the house or land set by ordinance — repurchase right holders, superficiaries, jeonse right holders, pledgees, mortgagees and collateral mortgagees, lessees with registered leases, trustees, provisional registration holders, attaching creditors and creditors who obtained an auction commencement order (Ordinance Art. 6) | 10 kinds (our count); a bank mortgagee is here |
| 4 | A financial institution that took over priority under Act Art. 3-2(7) | The assignee of the deposit claim |
| 5 | A former tenant whose renewal was refused on ground 8 of Art. 6-3(1) (landlord’s own use) | A way to see whether the landlord really moved in |
| 6 | Others of equivalent standing set by ordinance | We saw no ordinance article filling this item |
On the court side (Rule Art. 10), items 1–4 are the same, and item 5 is “others with equivalent grounds set by Supreme Court established rule”; it doesn’t name refused former tenants.
What you can see — Decree Art. 6
| Who | What | Worth noting (ours) |
|---|---|---|
| Landlord or tenant (1) | Property, landlord and tenant details, fixed date, rent and deposit, term — 5 items | Courts and registries add the stored contract image (Rule Art. 12(1)) |
| Refused former tenant (5) | The same 5, but details are names only, for leases during the term renewal would have covered | Shows by name whether a new tenant moved in |
| Owner, registered right-holder, bank, item 6, prospective tenant | Property, fixed date, rent and deposit, term — 4 items | No names or addresses of other tenants |
You may view it or receive a written copy; the court side also mentions viewing “by electronic means” (Rule Art. 12). Which interested parties may ask through the online registry is left to a Supreme Court established rule (Art. 11(2)).
What to bring — Ordinance Art. 7
| Who | Documents | Worth noting (ours) |
|---|---|---|
| Interested party | Lease information request (Form 3) + proof of standing: item 1 the contract, items 2–3 a registry certificate, item 4 an assignment deed, item 5 the contract | Print the registry certificate beforehand (our gloss) |
| Prospective tenant | Request form + landlord’s consent + seal certificate, signature confirmation or ID copy proving consent | Easiest to arrange through the agent before signing (our gloss) |
| Fee | 600 won per case, 50 won per page beyond 10, 500 won online (Ordinance Art. 8, Rule Art. 13) | 12 printed pages: 700 won (our sum) |
What the information tells you — our gloss
It covers only leases that have a fixed date (it comes from the fixed-date register). Tenants without one may not appear. People usually set the deposits ahead of them against the mortgage maximum, but no test for that is in the texts. Whether you qualify for small-deposit priority is in the small-deposit tenant checker; where to get a fixed date is in how to get a fixed date.
Checklist
- ☐ Before signing: landlord consent + proof (seal certificate, etc.)
- ☐ Ask the landlord to show fixed-date information and national and local tax certificates (Act Art. 3-7)
- ☐ 4 items: property, date, rent and deposit, term
- ☐ 600 won (500 won online)
- ☐ Refused renewal for own use? As a former tenant you can see names
Questions that remain
What if the landlord won’t consent?
The para. 4 route is closed. Article 3-7 still says the landlord must show the information when signing; the article gives no consequence for refusing, so it can only inform whether you sign (our gloss).
Will I see other tenants’ names?
Not as a prospective tenant, owner or registered right-holder. Details go only to that lease’s landlord and tenant (item 5: names only).
The landlord said own use but let it to someone else?
Damages after checking as an item-5 former tenant are in the renewal refusal damages calculator.
